UPS के सुझाव पर विराम, OPS बरकरार: सुक्खू कैबिनेट ने 1066 पद भरने को दी हरी झंडी, जारी रहेगी भर्ती प्रक्रिया
हिमाचल कैबिनेट के बड़े फैसले: नई नीतियों से लेकर शिक्षा, स्वास्थ्य और खेल तक अहम निर्णय
शिमला। मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू की अध्यक्षता में आज यहां आयोजित राज्य मंत्रिमंडल की बैठक में कई अहम निर्णय लिए गए। कैबिनेट ने टोल टैक्स बैरियर नीति 2026-27 और आबकारी नीति 2026-27 को मंजूरी प्रदान की।
कैबिनेट ने महिला होम गार्ड स्वयंसेवकों को 26 सप्ताह का मातृत्व अवकाश देने का निर्णय लिया। साथ ही आगामी बजट सत्र के दौरान प्रस्तुत किए जाने वाले राज्यपाल के अभिभाषण को भी स्वीकृति दी गई।
शिक्षा और सामाजिक सुरक्षा
मंत्रिमंडल ने इंदिरा गांधी सुख शिक्षा योजना में संशोधन को मंजूरी देते हुए विधवाओं की बेटियों को, जो राज्य के भीतर या बाहर सरकारी संस्थानों में व्यावसायिक पाठ्यक्रम कर रही हैं, आर्थिक सहायता देने का फैसला किया। जिन मामलों में छात्रावास सुविधा उपलब्ध नहीं होगी, वहां 3,000 रुपये प्रतिमाह किराया सहायता भी दी जाएगी।
इसके अलावा इंदिरा गांधी मातृ शिशु संकल्प योजना को लागू करने का निर्णय लिया गया, जिसके तहत छह वर्ष से कम आयु के बच्चों, गर्भवती महिलाओं और धात्री माताओं को उन्नत पूरक पोषण उपलब्ध कराया जाएगा।
कैबिनेट ने विशेष रूप से दिव्यांग व्यक्तियों की विवाह सहायता राशि बढ़ाने का निर्णय लिया। 70 प्रतिशत से अधिक दिव्यांगता वाले व्यक्तियों को अब 2 लाख रुपये, जबकि 40 से 70 प्रतिशत दिव्यांगता वाले व्यक्तियों को 25 हजार रुपये की सहायता मिलेगी।
स्कूल, शिक्षक और डिजिटल शिक्षा
प्रस्तावित सीबीएसई स्कूलों के लिए 600 पद (संस्कृत, शारीरिक शिक्षा, संगीत और ड्राइंग के 150-150 पद) सृजित करने को मंजूरी दी गई, जिन्हें राज्य चयन आयोग के माध्यम से भरा जाएगा। इसके साथ ही प्रदेश भर में 31 बालक व बालिका विद्यालयों को सह-शिक्षा विद्यालयों में विलय करने का निर्णय लिया गया।
कैबिनेट ने 777 अतिरिक्त स्कूलों में डिजिटल क्लासरूम परियोजना लागू करने को भी स्वीकृति दी।
स्वास्थ्य सेवाओं को मजबूती
मंत्रिमंडल ने 1,617.40 करोड़ रुपये की लागत से मेडिकल कॉलेजों, सुपर-स्पेशियलिटी अस्पतालों और आदर्श स्वास्थ्य संस्थानों के आधुनिकीकरण परियोजना को मंजूरी दी। इसका उद्देश्य प्रदेश में ही किफायती और गुणवत्तापूर्ण स्वास्थ्य सेवाएं उपलब्ध कराना है।
इसके अलावा कमला नेहरू अस्पताल शिमला, सुंदरनगर व नूरपुर के सिविल अस्पताल, ऊना क्षेत्रीय अस्पताल, भोरंज के 50 बिस्तरों वाले क्रिटिकल केयर ब्लॉक और बिलासपुर के जिला एकीकृत जन स्वास्थ्य प्रयोगशाला के लिए आधुनिक उपकरणों की खरीद को हरी झंडी दी गई।
नाहन स्थित डॉ. वाईएस परमार मेडिकल कॉलेज में इम्यूनोहेमेटोलॉजी एवं ब्लड ट्रांसफ्यूजन विभाग स्थापित करने, राज्य के सभी सार्वजनिक स्वास्थ्य संस्थानों में बायोमेडिकल उपकरण प्रबंधन एवं अनुरक्षण कार्यक्रम लागू करने तथा नूरपुर, बद्दी और ऊना में ड्रग टेस्टिंग लैब स्थापित करने का भी निर्णय लिया गया।
स्वास्थ्य विभाग में फार्मेसी ऑफिसर (40), असिस्टेंट स्टाफ नर्स (150), रेडियोग्राफर (30) सहित कई पद भरने को मंजूरी दी गई। इसके अलावा फूड सेफ्टी ऑफिसर के 10 पद और विभिन्न अन्य विभागों में भी भर्तियों को स्वीकृति दी गई।
प्रशासन, पीडब्ल्यूडी और पशुपालन
कैबिनेट ने लोक निर्माण विभाग के लिए रोड ड्रेनेज नीति और गड्ढा भराई व पैच रिपेयर की एसओपी को मंजूरी दी। सिरमौर जिले में पीडब्ल्यूडी डिवीजनों का विधानसभा क्षेत्रों के अनुसार पुनर्गठन किया जाएगा।
शिमला जिले के कोटखाई में पशु चिकित्सालय को उप-मंडलीय पशु चिकित्सालय में उन्नत करने को भी स्वीकृति दी गई।
खेल और कौशल विकास
बिलासपुर के लुहणू स्थित खेल छात्रावास की क्षमता 80 से बढ़ाकर 100 करने का निर्णय लिया गया। इसके अलावा चंबा जिले में डिस्टिल ग्लोबल स्किल्स एंड डिजिटल यूनिवर्सिटी स्थापित की जाएगी।
कैबिनेट ने शिमला के चौपाल में बालकों के लिए वॉलीबॉल खेल छात्रावास, सिरमौर के शिल्लई में बालिकाओं के लिए कबड्डी छात्रावास, जुब्बल में बालिकाओं के लिए बॉक्सिंग शुरू करने तथा बिलासपुर के मोरसिंघी में हैंडबॉल खेल छात्रावास स्थापित करने को भी मंजूरी दी।
अन्य निर्णय
मंत्रिमंडल ने एच.पी. राज्य लॉटरी (विनियमन) नियम, 2026 का मसौदा तैयार करने के लिए एक कैबिनेट उप-समिति के गठन को स्वीकृति दी, जिसकी अध्यक्षता ग्रामीण विकास एवं पंचायती राज मंत्री अनिरुद्ध सिंह करेंगे।
इन फैसलों को प्रदेश के समग्र विकास, सामाजिक सुरक्षा, शिक्षा, स्वास्थ्य और खेल ढांचे को मजबूत करने की दिशा में महत्वपूर्ण माना जा रहा है।
H.P Cabinet Decisions
The State Cabinet, in a meeting held here today under the chairmanship of Chief Minister Thakur Sukhvinder Singh Sukhu, approved the Toll Tax Barrier Policy 2026-27 and Excise Policy 2026-27.
The cabinet decided to extend the benefit of 26 weeks of maternity leave to female Home Guard volunteers.
It also approved the Governor’s address to be delivered during the upcoming Budget Session of the Himachal Pradesh Vidhan Sabha.
The Cabinet approved amendments to the ‘Indira Gandhi Sukh Shiksha Yojana’ to provide financial assistance to daughters of widows pursuing professional courses in government-run institutions, both within and outside the State. They will also be eligible for rent assistance of Rs. 3,000 per month in cases where hostel facilities are not available.
The Cabinet gave its approval to roll out the ‘Indira Gandhi Matri Shishu Sankalp Yojana’, aimed at improving the nutritional status of children below six years of age and as well as expectant women and lactating mothers, through enhanced supplementary nutrition.
It also decided to enhance the marriage grant for specially abled persons. The financial assistance has been increased from Rs. 50,000 to Rs. 2 lakh for persons with disabilities of more than 70 percent, whereas persons with disabilities between 40 and 70 percent will be provided a grant of Rs. 25,000.
The Cabinet gave its nod to create total 600 posts (150 posts each) of Sanskrit Teachers, Physical Education Teachers, Music Teachers and Drawing Teachers for the proposed CBSE schools. These posts will be filled up through Rajya Chayan Aayog. Additionally, it was decided to merge 31 boy’s and girl’s schools across the State into co-educational schools.
The Cabinet further approved a project for modernizing medical colleges, super-specialty hospitals and Adarsh Swasthya Sansthans with an outlay of Rs. 1617.40 crore. The project aims to strengthen healthcare services within the State and eliminate the need for patients to seek treatment outside the State by ensuring affordable and quality healthcare facilities within the state.
Additionally, the Cabinet decided to procure modern equipment for the Mother and Child Hospital at Kamla Nehru Hospital, Shimla, Civil Hospitals at Sundernagar and Nurpur, Regional Hospital Una, 50-bedded Critical Care Block at Civil Hospital Bhoranj and District Integrated Public Health Laboratory at Regional Hospital, Bilaspur.
The Cabinet approved the establishment of Departments of Immunohematology and Blood Transfusion at Dr. YS Parmar government Medical College Nahan, along with the creation and filling up of requisite posts.
It also approved the implementation of a Biomedical Equipment Management and Maintenance Programme across all public health institutions in the State, which will ensure regular maintenance of medical equipment, enhance patient safety, prevent breakdowns and enable smooth functioning of hospitals.
Further, the Cabinet approved the creation and filling up of 190 Junior Engineer (Civil) and 151 posts of Junior Office Assistant (Information Technology) in the Directorate of Recruitment, as separate cadres.
It approved filling up 40 posts of Pharmacy Officer in the Health and Family Welfare Department.
It was also decided to fill up 150 posts of Assistant Staff Nurse in the Health Department.
Additionally, the Cabinet approved to establish Drug Testing Laboratories at Nurpur, Baddi and Una, along with the creation and filling up of 36 posts of various categories.
It also approved filling up 30 posts of Radiographers in the Health Department.
Additionally, the cabinet decided to create and fill up 10 posts of Food Safety Officer in the Department of Health Safety and Regulations.
It was also decided to fill up eight posts of Safai Karamchari in the Himachal Pradesh High Court Registry.
Further, it decided to fill up five posts of Welfare Organizer in the Department of Sainik Welfare.
The cabinet approved to create and fill up three posts of Junior Office Assistant (IT) in the Revenue Department.
The Cabinet approved the implementation of the Digital Classroom Project in 777 additional schools across the State.
The Cabinet decided to reorganize the Nahan, Shillai, Paonta Sahib, Sangrah, Rajgarh and Sarahan PWD Divisions in Sirmaur district in accordance with Assembly constituencies.
It approved the upgradation of the Veterinary Hospital at Kotkhai in Shimla district to a Sub-Divisional Veterinary Hospital, along with the creation and filling up of requisite posts.
Approval was accorded to the Road Drainage Policy for the Public Works Department to enhance resilience, reduce life-cycle maintenance costs, improve safety and ensure all-weather connectivity across the State.
The Cabinet further approved a Standard Operating Procedure (SOP) for pothole filling and patch repair on bituminous and flexible pavement surfaces across the State. This will ensure that repairs are carried out in compliance with national standards and promote a transparent system.
Additionally, the Cabinet gave its nod to increase the bed capacity of the Sports Hostel at Luhnu in Bilaspur district from 80 to 100.
The Cabinet further decided to establish the Distil Global Skills and Digital University in Chamba district.
It also approved the constitution of a Cabinet Sub-Committee under the chairmanship of Rural Development and Panchayati Raj Minister Anirudh Singh, with Town and Country Planning Minister Rajesh Dharmani as a member, to frame the draft H.P. State Lottery (Regulation) Rules, 2026. The Director, Treasury and Accounts, will serve as the Member Secretary of the committee.
The Cabinet decided to open Sports Hostel (Volleyball) for Boys in Government Senior Secondary School, Chopal, district Shimla
It also approved to open Sports Hostel (Kabbadi) for Girls at Government Senior Secondary School, Shillai in Sirmaur district.
The Cabinet gave its nod to introduce Boxing for Girls at Thakur Ram Lal Girls Sports Hostel, Jubbal, district Shimla and decided to establish Sports Hostel (Handball) at Morsinghi in Bilaspur district.

मुख्यमंत्री सुखविंदर सिंह सुक्खू की अध्यक्षता में वीरवार को संपन्न कैबिनेट मीटिंग में 1.35 लाख कर्मचारियों की OPS और नई नौकरियों की भर्ती जारी रखने का फैसला लिया। कर्मचारियों ने इसके बाद राहत की सांस ली है, क्योंकि बीते रविवार को प्रिंसिपल फाइनेंस सेक्रेटरी देवेश कुमार ने OPS की जगह UPS अपनाने और दो साल से खाली पड़े पद समाप्त करने का सुझाव दिया था।
कैबिनेट के निर्णय की जानकारी देते हुए उद्योग मंत्री हर्षवर्धन चौहान ने कहा कि आज की कैबिनेट में 1066 पदों को भरने की स्वीकृति दी गई है। उन्होंने कहा कि कैबिनेट ने हाईकोर्ट में 8 पद सफाई कर्मचारियों के आउटसोर्स आधार पर भरने और नूरपूर बद्दी व ऊना में ड्रग टेस्टिंग लेबोटरी खोलने की मंजूरी दी। इसके लिए पद भी स्वीकृत किए गए।
कैबिनेट ने होमगार्ड महिला कर्मियों को 26 हफ्ते की मेटरनिटी लीव देने की भी मंजूरी प्रदान की है। कैबिनेट ने स्वास्थ्य विभाग ने तीन पद रेडियोग्राफर के भरने की भी मंजूरी प्रदान की।
कैबिनेट में हिमाचल को आत्मनिर्भर बनाने को लेकर भी विस्तृत चर्चा हुई। सीएम सुक्खू ने कहा कि रेवेन्यू डेफिसिट ग्रांट बंद होने के बावजूद विकास नहीं रुकने दिया जाएगा।
