शिमला : मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू की अध्यक्षता में आज यहां आयोजित प्रदेश मंत्रिमण्डल की बैठक में वर्ष 2023-24 के लिए नई आबकारी नीति को स्वीकृति प्रदान की गई।
मंत्रिमण्डल ने वर्ष 2023-24 के लिये राज्य में खुदरा आबकारी दुकानों की नीलामी एवं निविदा को स्वीकृति प्रदान की। इसका उद्देश्य सरकार के राजस्व में पर्याप्त वृद्धि, शराब के मूल्य में कमी और पड़ोसी राज्यों से शराब की तस्करी पर अंकुश लगाना है।
बैठक में पांच लीटर केग ड्रोट बियर की खुदरा बिक्री शुरू करने का निर्णय लिया गया। इससे ग्राहकों को बियर की विभिन्न किस्में उपलब्ध होंगी। राज्य की वाइनरियों में आयातित वाइन की बॉटलिंग की अनुमति भी प्रदान की गई है। इससे ग्राहकों के लिए बेस्ट सेलिंग हाई रेंज वाइन ब्रांड उपलब्ध हो सकेंगे।
मंत्रिमण्डल ने बागवानों की अर्थव्यवस्था को सुदृढ़ करने के दृष्टिगत फलों के आसवन द्वारा निर्मित स्प्रिट या इसके डिस्टीलेशन और ब्लेंडिंग द्वारा प्राप्त शराब की नई किस्में शुरू करने का निर्णय लिया।
मंत्रिमण्डल ने राज्य में पर्यटन को बढ़ावा देने के लिए एल-3, एल-4, एल-5 लाइसेंस धारकों को 3 स्टार रेटिड और उससे ऊपर के होटलों के सभी कमरों में रहने वालों के लिए मिनी बार की अनुमति प्रदान करने का निर्णय लिया।
बैठक में राज्य में एक प्रभावी ऑनलाइन एंड-टू-एंड आबकारी प्रशासन प्रणाली स्थापित करने का निर्णय लिया गया। जिसमें वास्तविक समय में निगरानी के लिए मॉड्यूल के अलावा शराब की बोतलों के ट्रैक एवं ट्रेस की सुविधा शामिल होगी।
इस नीति को सरकार, उपभोक्ता, खुदरा विक्रेता, थोक व्यापारी, बॉटलिंग प्लांट, डिस्टिलरी, होटल तथा बार इत्यादि सभी हितधारकों को ध्यान में रखते हुए तैयार किया गया है। विभाग द्वारा सभी वर्गों से चर्चा एवं सुझाव के उपरान्त यह निर्णय लिए गए हैं।
मंत्रिमंडल ने आगामी विधानसभा सत्र में हिमाचल प्रदेश वाटर सेस ऑन हाईड्रोपावर जनरेशन विधेयक, 2023 लाने और 10 मार्च, 2023 से हिमाचल प्रदेश वाटर सेस ऑन हाईड्रोपावर जनरेशन अध्यादेश, 2023 लागू करने का भी निर्णय लिया।

The State Cabinet held here today gave its nod for the new Excise Policy for the year 2023-24.
Chief Minister, Thakur Sukhvinder Singh Sukhu presided over the meeting.
The Cabinet gave approval for the auction-cum-tender of retail excise vends in the state for the year 2023-24 with an objective to gain adequate enhancement in Government revenue, reduction in the price of liquor and curb its smuggling from the neighbouring States.
It decided to introduce keg draught beer in retail vends with a capacity of 5 litres. Customers would be benefited from this as more varieties of beer will be available to them. Bottling of imported wine in the wineries of the State has been allowed, which would ensure that bestselling high-range wine brands, will now be easily available to the customers.
In order to facilitate the horticulturists and to boost the economy, it has been decided to introduce a new category of liquor obtained by fermentation of fruits and their distillation or by blending.
In order to boost tourism, it has been decided that the L-3, L-4, and L-5, license holders shall be allowed to have mini bars for occupants in all rooms of 3-star rated hotels and above.
An effective, end-to-end online Excise Administration System shall be set up in the State which shall include the facility of track and trace of liquor bottles besides other modules for real-time monitoring.
The Policy has been framed taking into account all stakeholders which include government, consumers, retailers, wholesalers, bottling plants, distilleries and hotels & bars. All sections were engaged by the department in taking feedback based on which these decisions have been undertaken.
The Cabinet also decided to introduce Himachal Pradesh Water Cess on Hydropower Generation Bill, 2023 in the coming Vidhan Sabha session and implement The Himachal Pradesh Water Cess on Hydropower Generation Ordinance, 2023 with effect from 10th March, 2023.
